Rule change that has to happen review block/charge calls that occur on or near the charge circle

This rule would make refs get it right. These calls wouldn't take that long to review. They review 3's during the game. If a charge takes place near the circle just check it quickly and get the call right.

Forget the heel issue, which was clearly blown, that was a blocking foul! Craft established position AFTER the ISU player was airborne. It was so blatantly obvious that even Charles said it was a tuurrible call.
