One of college basketball's biggest problems in my view are the incessant stoppages in play attributable to time outs. This rarely gets mentioned as a subject of rule change that might improve the game or a possible reason for the decline in offense. Seems like all of the stoppages might at times inhibit teams from finding an offensive rhythm. It certainly allows a coach to try to take a team that has found a rhythm out of that rhythm. I think it also allows coaches to micromanage the game more than they might otherwise because they have so many opportunities to instruct players on exactly what they want to see happen on the floor, rather than just let the game play out.

Each team gets (4) :30 second timeouts and (1) :60 second timeout. Teams are even encouraged to take at least one of the :30 second timeouts because it is a use it or lose it timeout (lost if not taken in the first half.) That's 10 potential stoppages between the two teams.

Add to this 8 mandatory media timeouts at the 16, 12, 8 and 4 marks of each half. These are mandatory and are taken even if a team has used one of its own timeouts to stop the clock when the media timeout would have otherwise been taken on the next stoppage of the clock. That media timeout is granted on the next stoppage, sometimes as quickly as a few seconds of game time after the team called timeout.

The obvious rule change that will likely never happen is to cut the number of timeouts significantly. But maybe a more minor change that could be made is to adopt what I believe is the women's rule that a timeout taken within 30 seconds of the media timeout counts as both a team timeout and the obligatory media timeout.
 
Just go to 4 ten minute quarters. I one TV timeout under 5 minutes each quarter and it is taken from the team timeouts unless it is used by the team during the quarter. Each team gets 4 TOs total. Make each commercial break 30 seconds longer and TV doesn't lose any ad revenue and you get less stoppages.
 
Don't they go to commercials during certain non TV timeouts?

TV Timeouts for the final 4 are 2 minutes 30 seconds. Ridiculous,

Love that idea. Implement immediately.
 
Problem is, any less TV timeouts and now you've got a game that is less than 2 hours total. TV has to fill in that gap somehow.
