That media timeout is granted on the next stoppage, sometimes as quickly as a few seconds of game time after the team called timeout. The obvious rule change that will likely never happen is to cut the number of timeouts significantly. But maybe a more minor change that could be made is to adopt what I believe is the women's rule that a timeout taken within 30 seconds of the media timeout counts as both a team timeout and the obligatory media timeout.
