Why is it that when the player with the ball goes to the ground or there is a situation that approximates a loose ball the defender is allowed to dive on top of the guy with a ball and then is awarded with a jump ball? Oftentimes it looks like there is more contact going after the loose ball then in a football game when players are going after a fumble.

Cuz it's a hustle play!

You're also allowed to run up (or more appropriately dive at) the back of players legs in those situations when a player bends down to get a ball. Kind of a quirky thing.
 
Noticed this as well all season. Seems like it's anything goes on a loose ball. Isn't that how Wallace picked up his fourth foul against UK in '96?
 
Umm...I guess you guys aren't NBA fans.

The scrum for the "loose ball tie-up" is even worse in the NBA. You can literally sit on top of the guy with the ball and it'll still be a jump ball.
