I haven’t seen this published anywhere but I know for a fact schools routinely lost money playing in most of the bowl games. It costs a lot to transport a team, the coaches and supporting staff, administrators, cheerleaders, band members, etc. Then you have to feed them, house them and fly them back. The bowl games that are trying to play are surely going to offer less money to play in their games. So for the schools slated to play low level bowl games, passing on the game is going to save them a lot of money. A school like Georgia Tech might not opt out because they can probably drive to their bowl game and minimize their expenses. Note which ACC schools opted out first; BC, Pitt, UVa and VT. No coincidence they are the ones furthest from most of the bowl games.
