Sometimes the University isn't very good about giving you ALL of the options available to you.  It's not generally malicious, it's just that most of the time it's paperwork from people that just deal with paperwork.  Contact them via the link provided and appeal.  It actually gives very good advice about how to do it and what you should include in the appeal.
