I think the scholarship limit is because they wanted to do something to the University. Why not fine the school and suspend/banish the individuals who actually did something unethical instead? Are they going to be working at other schools and doing the same things? Why deprive student/athletes of scholarships? The loss of wins is simply a pie in the face.
