RULES

Targeting and Initiating Contact With the Crown of the Helmet (Rule 9-1-3)

No player shall target and initiate contact against an opponent with the crown (top) of his helmet. When in question, it is a foul.

Targeting and Initiating Contact to Head or Neck Area of a Defenseless Player (Rule 9-1-4)

No player shall target and initiate contact to the head or neck area of a defenseless opponent with the helmet, forearm, fist, elbow or shoulder. When in question, it is a foul. (Rule 2-27-14)

Note: Beginning in 2013, ejection from the game is a part of the penalty for violation of both Rule 9-1-3 and Rule 9-1-4.


KEY ELEMENTS

Target—to take aim at an opponent for purposes of attacking with an apparent intent that goes beyond making a legal tackle or a legal block or playing the ball.

Crown of the Helmet—the top portion of the helmet.

Contact to the head or neck area—not only with the helmet, but also with the forearm, fist, elbow, or shoulder—these can all lead to a foul.

Defenseless player—a player not in position to defend himself.

Examples (Rule 2-27-14):

  • A player in the act of or just after throwing a pass.
  • A receiver attempting to catch a pass, or one who has completed a catch and has not had time to protect himself or has not clearly become a ball carrier.
  • A kicker in the act of or just after kicking a ball, or during the kick or the return.
  • A kick returner attempting to catch or recover a kick.
  • A player on the ground.
  • A player obviously out of the play.
  • A player who receives a blind-side block.
  • A ball carrier already in the grasp of an opponent and whose forward progress has been stopped.
  • A quarterback any time after a change of possession.
 
yup, that's the rule. And anyone who bothered to consult it before rushing to post in this thread about what a terrible call it was would have seen the hit against Dungey was, clearly, not targeting.
 
it very clearly was not a targeting penalty. Dungey was a runner and was not defenseless, as defined by the rule.

It isn't even controversial. Clear cut no targeting penalty there.
So I guess leading with the crown of the helmet doesn't apply?
 
by rule it is a penalty.. the contact to the head had nothing to do with making a tackle and all to do with just creating contact, defenseless is defined as contact initiad and not seeing it coming. if the pitt guy is trying to make a tackle he never hits him in the head.

if you guys don't think that is what happened on that play you are either illiterate or didn't watch the play. Either way your comments are wrong. It was a missed call clearly. When the crown of a defenders helmet hits an offensive players helmet it is a PENALTY every. single. time.
 
It also screwed us out of a timeout.

Dungey should have stayed down so we could have gotten Mahoney out there.

Mahoney did go out there. Dungey went to the locker room.
 
Officials were garbage all game. Going both ways.

I've never seen three overturned calls in a game, much less a half. After they changed a spot by two yards, Matt Park dryly said "Well, they got within 2 yards of it."
 
Every game a player is taking a helmet to helmet shot on Eric. I thought that the NCAA was trying to end these dangerous plays . If people at ESPN had any journalistic value , they would make an issue of plays like that and call out the Universities and coaches in a public manner. Have a list every week. Interview the coaches and ask them if this is what they teach.

I felt Dungey lowered his upper body which caused the contact to the helmets.

So then you believe that Franklin's hit on their QB warranted a penalty?
