How about the coach identify talent, use relationships she has built in the coaching ranks to pull in kids who can play basketball?

I look at her resume and, yes, she had a nice run at UB. Decent at Hofstra. But the Indiana stint was very much underwhelming, and that lends me to believe she may be over her head.

I will also say I look around the country and know for a fact that there are mid-major teams who have better players than us with similar (i.e. $0) NIL budgets.

Sorry, this may come off as harsh but some of the comments earlier in the season made by the coach were too much. And completely uncalled for. Stop blaming others and look inward. The players you recruited are not good enough. Get better players.
