It's an approach with dividends only to a program that can't recruit meaningful numbers of 3 star and higher recruits. Or one who believes they can recruit 3+ star recruits, but believes that redshirted zero star and 2-star recruits are better than on-level 3 and 4 star recruits, and nobody believes that. But redshirted zero and 2-star recruits are definitely better than on-level zero and 2-star recruits, so if that's the best you can do, it can pay some dividends. [/QUOTE]
