It is simply a position he must take in light of the position that BE finds itself in - very much on the outside looking in. The BE Commissioner is "right" in that teams will be judged by performance on the field. But the fact remains that performance in the Big 5 conferences will heavily oout weightand, in the opinion of many, effectively exclude teams outside of the Big 5 or ND, except in very rare years.
 
Those "rare" years would likely include an undefeated season (absolute necessity), beating an eventual conference champion from the Big 5 in the regular season, and only one other undefeated team from the Big 5. They would then have to play and beat one of the 3 best teams in the country in the national semi game to have a chance at the NC final. That could happen - hey, you never know.
