Because from the Big 12's perspective, they were left for dead a year ago, and so now they are trying to knock the ACC down one peg below the other 4 conferences.  That would leave 4 conferences to decide the "true" national championship.  So, to me, anyway, it's clear why the Big 12 would like to poach the ACC of two of their best football names (along with Miami, Georgia Tech and Virginia Tech).
 
And from the perspective of those schools, they don't mind egging on the rumors, because it might tempt the SEC into offering them an invitation, in order to avoid missing out should they change conferences away from the ACC.
 
I can't for the life of me see Florida State, and especially Clemson, wanting to play in a Midwestern conference.  They are distinctly southern schools, and that still counts for a lot down south.
