Virginia is not at the same level as Syracuse or Louisville.  They belong in Tier 5.

Same applies to CMU.  They do a good job and I like that tradition of dancing on the flatbeds of pickup trucks, but there isn't much of a fan base.

Purdue is nothing special.  They belong with UL and SU.

Rutgers belongs in Tier 5.  Though I have not been to a game on that campus since SU last played there, which has been a while.  Maybe they have stepped up their game.

Army is in Tier 3 and Navy is in Tier 6?  I would put them both in Tier 5.  Army isn't remotely close to Tier 3.

Clemson is a whole level higher than VT.  I would put them in Tier 1.  Florida State is second best of the ACC schools tailgating.  I don't think they are even listed.  They are probably high Tier 2.  VT should be low Tier 2.
