I don't recall why other than possibly the then SU administration (Chancellor Tolley was chancellor then) may have opposed it. One additional tidbit from my research on UB is that UB is a member of the Association of American Universities (since 1989). SU used to be also, admitted in 1966 but resigned before they were booted out around 2010, possibily because SUNY purchased the SU Medical School (now Upstate) which diminished the amount of Federal research dollars that SU received. Being a member of the AAU historically has been a prequisite to be asked to join the Big Ten.
