Yes she doesn't have a great relationship with the Governor, but don't forget the City got screwed on the Congel deal with Destiny, and I am sure she wants to make sure that doesn't happen again. It's not like she said no, she just wants more information. I think the public deserves to hear all options, and I don't be surprised if any plans for renovations/construction are directly tied to the Reconstruction of I-81, especially with the state involved.
