rutgers main nb  campus was awful . i am not sure what it is today. new brunswick has undergone somewhat of a minor urban renaissance,thanks to j&j, and is quite nice in some areas. the other campuses are very modern looking but lots of green areas. the one difference is douglas college which was very nice. ru like u say is sprawling, as most large state u's are. su is far superior in attractiveness than ru main campus. like u i went to grad school there (many moons ago).i do think the tailgating  is superior to su in terms of ambiance. however many areas are a significant bus ride away., unlike manley and skytop. when i go to ru i leave early and park in johnson park which is across the street from the stadium. back in the mid 70's i used to take my kids to games there and you could park in the fields just outside the stadium, wait til halftime and get in for free. they only got at best about 15-20 thousand.  actually, it was really nice "old school" stuff and the glee club would roam the tailgates singing songs. different kind of fan base back then. very friendly, as most small school university football games are . tongue in cheek humor etc. have gone to 1-2 games a year since then, and the fan base is horrible, particularly the fans of their non existent hoops program. they take the cake for the dumbest, lack of hoops knowledge and rudest ignorant group i have ever seen at a hoops game.
