I generally agree.  My ideal schedule:

[*]Opening game:  vs 1-AA in the Dome.  Play Colgate most of the time, but also mix in other NYS teams at that level (not sure who among the SUNY's is at that level now, would be nice if the Ivy's changed their policy and we could play Cornell and Columbia) and Big East BB schools (Nova and Georgetown).
[*]Game 2 vs. non-BCS in our recruiting area.  Often Army or Navy, with UB frequently mixed in, along with MAC/CUSA/Sun Belt types near any pipeline areas that we have or develop.
[*]Game 3 - the marquee BCS matchup - typically on the road or in the Meadowlands unless we can get more 1-1-1's like with PSU.  Limit this to top level B1g 10, ACC, and SEC schools unless it is a single game in the swamp deal with no return trip.  Swap with Game 2 in years when the BE opener is the following week.
[*]Game 4 vs. low to mid-level BCS school.  Move this to the end of the season for years when it is BC and put the conference opener here.
[*]Games 5-11 vs. BE
[*]Game 12 vs. BC or final BE game when we don't have them scheduled.
