Unfortunately there will not be a universal decision since each school has it's own capabilities and some are in a better financial position than others. I always thought that the "let the MARKET decide" position was a little misguided since the "MARKET" is in total disarray and significantly favors some participants over others. The current system is definitely in a state of flux and will see some significant changes in the years to come.
