Is there actually a rule that if a ball rolls up the pantleg of a prone spectator the spectator isn't allowed to move until the golfer removed the ball and tosses it on the grass? If this guy had gotten up and the ball had fallen to the grass, would Phil have been penalized? :crazy:

No. Even if the fan deliberately struck the ball the player would just drop where officials deem the ball would have come to rest.
