The Senators that are repping WV in the Senate right now...if they get WVU into the B12, they're guaranteed another term. I think the public is crazy enough to base their vote on those merits, but it is kind of a smart political move. If that's what people care about, they're going to make sure to use it to get to the good side of those they represent.
