General Electric went through this same thing in 2018 and put out almost the same presser for the incoming internal new CEO.  The old aging CEO Immelt ran the company into the ground with old thinking and didn't see the world changing.  The internal hire was propped up to CEO quickly without a search to see if he could do anything and surprise surprise he was scapegoated.  He had nothing new and was the same old thing and was quickly canned.

The next guy with a proven track record of turning around companies was hired Culp.  He crushed it and hopefully people bought some GE stock earlier this year or last year because it's up an insane amount.

Point being start thinking of Cuse as a giant Corporate machine and things will make a lot more sense how we got here.  How this all played out is quite normal in the Corporate world.
