Too early for ranking conferences?

I partly base my upset picks in the tourney on which conferences I think are overrated by RPI measures and which are underrated. Palm has them rated as follows:

1) B12
2) BE
3) ACC
4) SEC
...big gap...
5)P12
6) B10

I agree with the bottom two. But I think B12 is badly overrated. The BE, SEC, and ACC all look stronger to me this year.
