There is no 'college requirement'. Players can go to Europe if they want to play out of HS, or they can wait a year and enter the draft (assuming they're 19). If they choose to attend college, in exchange for going to class and passing (and maybe learning something), top recruits get to develop their skills against elite teams and gain exposure from the huge media machine that follows college hoops. Even if a player hates 'school', a year of college will develop/showcase his skills and help him make better choices either in pro sports or as a citizen in later life -- some players even return to complete their degrees after their sports careers are over.
