If they did want to tweak it, the idea that I would propose would be drawing a ping pong ball for all 14 lottery picks rather than just the top 3. Most of the proposed changes to the lottery just move the goalposts of which teams would tank. For example, having the bottom 5 with even odds just means that teams would tank to try to finish in the bottom 5. A team around the 10th spot could easily decide tanking to get to the bottom 5 is better than pushing for the 8 seed in the playoffs and suddenly they have a very realistic chance at getting the #1 pick. Having all non-playoff teams with even odds would just mean there would be a frenzy of teams trying to miss the playoffs. And then the tournament idea is simply telling the worst teams that they can  off and just pray that they draft well in the middle of the first round. The NBA doesn't want its worst teams to be stuck at the bottom of the league; they simply want to help them while simultaneously not encouraging them to be bad. A tournament solves one issue while greatly exacerbating the other.
