Location, location, location. To the NCAA all 2 seeds are alike, all 3 seeds are alike, all 5 seeds are alike. It's a little different than the principle they used years ago where they would try to balance the 1-2-3-4 (the s-curve principle). Now there is no more concept of the "best" #2 seed. You just get moved to the closest location possible while still following the conference bracketing rules.
That is the way it worked out last year. Kentucky was the closest to Wichita's pod, and they went there. Kentucky was viewed like all the other 8 seeds. That was the problem. So you can certainly get what appears to be imbalance that is not intentional.
When I was doing my bracket, keeping the location is key mantra and not trying to balance the 1-2-3 seeds, Kentucky has a difficult set up. If Wisconsin does not get the #1 seed it should be placed in Cleveland. There should be no if's about it if the NCAA follows its procedures.
In Cleveland I would have
1. Kentucky
2. Wisconsin
3. Notre Dame
4. West Virginia
5. Louisville
