Not really up for debate. Proof is that WVU goes to the Big 12 and they were pretty bad last year when faced with a tougher and deeper conference week in and week out. Ignore the top end teams and just look at the middle of the pack schools, playing the likes of GT, UNC, NC State is tougher than playing UCONN, USF, and Cincy.
