I think the only way to create a realistic top-tier conference is to have the best of the remaining join up.  Have to think differently and not be tied down by old arrangements.

Go to 16 and divide east/west.  It won't make as much as the Big 10 and SEC but would do enough to stay in the top-tier game.

I don't know bylaws, but this would be the majority of ACC and Pac 10 teams to disband the conference and negotiate new tv deals?  (No idea how that would work.)

No way ND would join this new conference which means they are independent.  Which means they go to the Big 10, which means the Big 10 adds more which blows this all up.  Let's just hope Syracuse is part of more.
