Even the WSU one that the article leads in with is not just TV funded. They have a fundraising campaign webpage like most others do. One school said in the article they raised 1/2 the funds first. It's all about risk taking and how much debt load they can take on and get. The TV money helps with both and if a project doesn't get fully funded through donations, they will take on the debt and pay it off in future years, some with the TV money.
