Per this site, Syracuse is the most biased against program by far. 6 voters under vote Syracuse so much, they qualified as biased against. The cutoff is more than 5 places below actual ranking. Hard to get vertical traction when a chunk of the voters are biased against your program to begin with. [/QUOTE]
