What am I missing

If we are either a low 3 or a high 4 seed, why do we have no shot at the East? Wouldn't we be arguably the best 4 seed, like 13th on the S curve? Especially if the Duke/Va winner is the 2 seed in the East, they will be on the other side of the bracket. What am I missing with this analysis?

Starting this year the 1-4's in each regions have to be from different conferences. If UVA or Duke are in the East, we can't be unless we're a 5.

This is an official rule? Makes no sense. What if there are 5 teams from the same conference seeded 4 or higher? This could actually happen with the ACC this year.
