If you want to argue for Charlotte being in a rotation, that's a fair argument. However, what really makes the tournament great is being in a historic place year-after-year, so all the amazing conference tourney moments happen there and you can relive them each year. That's why the Masters is better than the U.S. Open. It's why MSG was so amazing for the Big East Tournament. The ACC would be best served as a conference by having the tournament at MSG every year, but obviously some of the conference disagrees. I also firmly believe this would be best for UNC and Duke, but it would hurt NC State and Wake. Why? UNC and Duke are national brands, they're schools with a ton of alums in NYC, and they'd benefit a lot from the marketability and recruiting impact (although obviously they're already doing just fine recruiting). The other thing that made the Big East Tournament cool was all of the celebs at MSG... You're not going to get that in Atlanta or Charlotte, although you can get it to some extent in DC... But Spike Lee was a regular, Bill Clinton showed up, etc. There was cache, it was an event to go to even if you weren't a huge college hoops fan. It had a buzz. It's also awesome as a fan to go to a conference tourney located right smack in the middle of a big city with tons of bars, restaurants and hotels within walking distance. A compromise is a rotation between three big cities: North, South and Mid-Atlantic. NYC, DC, Atlanta (or Orlando, Miami, or Charlotte). The more places in the rotation and the less firm it is, the worse for the conference and for recruiting. Big East schools could recruit on "You will play at least one game at MSG every year," and a lot of kids in NY/NJ loved that. The more you rotate, the less the locations help you at all. You may notice, none of us are suggesting moving the ACC Championship Game in football to DC or NYC. It's never been north of Charlotte, no location north of Charlotte has been mentioned, nor ever need be. That game should be in Charlotte or Orlando, and stay put IMO, for some of the same reasons I mentioned above. Just like it makes sense to have the football game in the areas where it will be branded and appreciated the most, the same is true of basketball Bottom line: In basketball the ACC has to decide whether it wants to be a basketball conference in the South that added some northern teams and has the best level of play, or the dominant "it," college basketball conference. One of those can play in Greensboro, the other can't. One of them is worth a lot more money, too.
