Elbow rules still befuddle me. Again, I am anti-elbow flagrants in general, but what's the difference between Napier lifting his elbow to the face of Moore trying to get open, and Fab lifting an elbow on a rebound. The calls seem so random.

What is the rule? Is it still an auto-flagrant or just by officials discretion?

Discretion. If the ref deemed it was accidental it won't be a tech.
