The cleanest thing would be for SMU to always be the team with 8. Then you pair up the other 16 teams. SMU plays one half of the pairs year 1 and the other year 2. For the schools with a pair, they play half of the other 7 pairs year 1 and the other half year 2. The also play their opposite pair every year and SMU every other year. Then they have one additional rival that they play yearly.

SU
Year 1: BC, Miami, GA Tech, UNC, Duke, UVA, Stanford, Pitt
Year 2: BC, FSU, Clemson, NC State, Wake, VA Tech, Cal, Louisville

Pitt will be the additional Rival so they get added to year 2 and SMU goes opposite in year 1.

This split allows schools to play everyone over a two year period, which is kinda like a real conference. It also evenly distributes regions and SOS. We would play in the Bay Area every other year. Same with Florida. We would play in NC only once a year.

You still have the Notre Dame issue. Schools with OOC rivals end up playing 11 P4 games.
