I think what they are trying to say is that when a ref calls a foul he blows the whistle to stop play and once he does that whatever happens afterwards doesn't count. If the ref never blew the whistle at the time, the following play can still count. It's the whistle, not the foul that negates the remainder of the play.

Then there's the question of whether a foul can be called retroactively, (as opposed to viewing the monitor to catagorize an already called foul as flagrant).
 
Waters mentions in absolute terms that "officials can't go back in time and disallow a basket."

They did just that earlier this year. Remember the mix-up regarding whether a free-throw situation was a one-and-one or a two-shot? Officials (was Burr involved?) went back in time and replayed a segment of the game.

Not only do officials routinely miss calls, but they have a nasty penchant for making the rules up as they go along.
 
I was more surprised to see them get he ball after the FT's. Tough being at the game and not knowing what happened but I was surprised to see them get the ball. Could have been like a 7 point play.

The whole sitiation only comes about from the refs missing blatent calls to begin with. At that point in the game Fab had been pushed with two hands about 5 times with no call and hip checked about 3 to 4 times with no call. Then on taht possession the Marq big never leaves the lane and pushed Fab again with two extended arms neither 3 second nor a foul was called. This is why guys get elbowed in the head, because the refs do not police this bull sheet and the players get frustrated and try to correct the refs shortcomings themselves.

The whole elbow thing absolutely stems from refs' unwillingness to enforce the rules. It only came up a couple years ago because players made a habit of hacking bigs who came down with a defensive rebound, hoping for a quick steal. The big would swing his elbows in an effort to clear space and occasionally make contact with a face. Andy Rautins was an early offender of this idiotic rule in the Notre Dame game.

If a whistle is blown every time a player hits a defensive rebounder who's secured the ball, this rule wouldn't even exist.

Exactly, plus the guy getting the elbow is usually at least 4 inches shorter and doesn't catch it until he's slapped a couple times.

Always. That's what's unfair about it - nearly everyone who catches a "flagrant" elbow has just committed three uncalled fouls.
