1)  There wasn't enough evidence for 11 months but now there is.  Most likely this would be a scenario where the victim wasn't cooperating, and all of a sudden she decided to cooperate.  This is possible and would be very troubling.
 
2) There wasn't enough evidence and isn't enough evidence, and the police don't consider him a suspect at all.  But once the media gets a hold of the report, they have to turn it over to the AG to sign off that there's nothing there.  This is what's being implied by most of what I read, but it hasn't been explicitly stated as such.
 
The question is really whether this investigation became active causing it to be a media story, or whether the fact that it became a media story made it "active", in the sense that it had to be kicked to the AG for closure.  If the police thought there was nothing on Jameis, and possibly even no crime, they were probably going to just let it go cold, but they can't now.
