Take a look at what states have in place as bargaining agreements with state employees.  The protocols that are in place sometimes are mind boggling.  And don't underestimate the golden rule of chain of command.  Some of the protections state employees have are ridiculous.  More importantly, and probably more relevant to this case, are the privacy protections state employees are provided.  Think of all the times you have heard of a public employees doing something outrageous, only to be put on paid leave while the incident is under investigation...

This isn't is an excuse for anyone, but more a reality check on just how powerful the protections that are in place are for government employees.

It's not far from the truth when you hear a public school teacher would have to be caught red handed being inappropriate with kids to get fired.
