If SU has to increase the coaching budget to bring in a better OC (not entirely hammering Hackett, just saying "if" they feel this is the right move) after the season, I have no idea why they wouldn't do so. If you're going to make decisions for your entire fan base, identity and every athletics program based on football, then you better make the full commitment to getting football the support it needs.
