Channel 42?

Does anyone know what's going on with over-the-air channel 42 in Syracuse? Sometimes there's color bars showing which I interpret - maybe wrongly - as meaning someone is going to start broadcasting on that channel soon. The bars appear on 42, 42.2, 42.3, and 42.4. When there aren't any bars it's a black screen with no signal.

there is a channel 42 filed with the FCC WTVU

maybe its not powerful to see all the time

Thanks. I previously did a quick online search and couldn't find anything.

The picture (color bars) never digitally breaks up so I'm guessing, when the screen is black, nothing is being broadcasted.
