For a league just starting out in a sport that is still not super popular I think the tour model mostly worked. But for long term success I think the move to actual cities makes the most sense. The MLL only really seemed to be popular in Denver and Boston so very curious where the PLL is looking. If I read this right they will tour this year and most likely next, but teams will be be assigned a home city so fans will have a test run of sorts.
