Why is Rodón starting over Fried on opening day Thursday? Is it based on when Fried throws his final spring game?

I believe Aaron Boone announced this over 2 weeks ago. Maybe longer ago. At the time I thought it strange and that if he wanted Fried to start opening day he could have adjusted the rotation. So I wonder if he could have, why he'd want Rodon rather than Fried.
