I think it looks more like we're honoring a recently deceased #44. That's typically what patches are used for.
It also looks like a shirt for a very thin woman with ginormous shoulders.

Syracuse will wear the #44 because the number is iconic. It honors a legacy. Nothing more, nothing less. I don't think any other college program has one number that carries such poignant significance.
