UVa fans are horribly parochial. They will never give up the games against the VA G5 schools (Liberty, James Madison, and Old Dominion) and the D-1AA teams unless they are forced to. Unlike the NC schools, UVa and VPI are not required by VA law to play those teams, probably because they play them so regularly and the G5s at their place as part of the contract. Our fans like the idea because in their minds, one of, if not the, leading reason to play the G5s instead of a Nebraska, Okie State, or even a Cal is "I can drive to the away game" (i.e. "I can go there and back in one day and don't have to get a hotel room). While we were in no way ready as a team to play Oregon, Southern Cal (who we nearly beat in LA), and UCLA when we did, I believe the biggest objection by our fans to playing them was that the away game would be on the West Coast.
I can see trying to go to 3 for 1 instead of 2 for 1 against the G5s, but they will want a game at their place for the gate. The only way to stop games against the D-1AAs is to limit how many times you can count the game toward bowl eligibility (require a 1- or 2-year break).
