ND jumping on board would be one such shake-up. If Pitt and SU can bring in an additional 1-2 per year, wonder what ND would command...??

Yes, it would.

Remember, a 15 team conference works just fine (three 5-team divisions)... though I know some here would like to see the school from Storrs join so that they have access to more in-person games.
