another NFL replay failure

in the Bears GB game.. the bears ask for replay on a potential TD run thinking they get in. the play is reviewed and they change it to a fumble into the endzone.. again a major fail by the league as they screwed the rule up..

replay clearly shows bears fumble but they forgot he also touched it while out of bounds so its dead before it gets to the end zone..

I never figured out why something that is OB is considered in bounds for some plays.
