Anyone else with this problem

It's been happening for a few weeks but some times worse than others. I'll try to scroll down in a thread and the page will jump up/down and keep doing that as I try to get back to last spot I was on. Right now on game thread its jumping up and down when I'm not even trying to scroll.

Is it happening to everyone? This is the only place this happens to me and it's pretty recent. Today I can't even read a thread because the pages are just jumping up and down every second.
