That Kennedy site is too Damn narrow to put a stadium on it and the city would have to use eminent domain to make it wide enough and even shut down Erie Blvd. to make it a go. Biotech just spent 24 million to build their building plus the value of that land. Even though the state technically owns the land,upstate  medical  is not going to give it without a fight. 
 
Think how much it would cost to shut down two roads or buy the land to make  that footprint wide enough for even a 40,000 seat arena. will most of the seats be in the endzone.

plus they would have to take two parking lots around the area to be included and do you think the home owners want to give up the baseball diamond and basketball courts just a block east of the location to use as parking.

Remember the carrier dome is 500 feet wide w/o a buffer zone.

They are using this site to lay down the groundwork for another site for Possibly eminent domain laws to come into play.
