At the extreme, 34 points could mean 1 first place vote and one 17th place vote. You laugh, but thats just as unlikely as 34 votes for 25th. When voters are asked to rank 25 teams, there is no "#26," "#27," etc. While it is entirely possible that the team receiving the 26th highest point total might finish 26th if voters were asked to rank 26 teams, it is quite unlikely that the team receiving the 32nd highest point total would finish 32nd if voters were asked to rank 32 teams.
