So, we'll have 4 ACC home games one year and 5 the next year.
And generally have a "home" game in the Meadowlands every other year, although the first few are kind of funky in terms of odd/even years. I think that could lead to four different strategies:
1 - 4 ACC Home games/5 ACC Road Games/ 1 Meadowlands game vs. premiere team
That leaves two OCC games to play with: Travel to MAC-level/Army team, Home vs. low-mid level BCS
Five games in the Dome during those seasons, plus a home team payout from NJ. Occasionally 6 games if we can work out some 2 for 1 deals with non-BCS schools (I agree with TxMark that these deals will once again become common as more BCS conferences move to a 9 game schedule).

As to specific teams to play, focus on our recruiting areas, or at least the edges of it. Also play NYS teams as much as possible to do what we can to increase/generate general football interest in the state. Can add rare/occasional trips further west as well. I'd delete UConn and eventually add Rutgers back, but not for a while (maybe in the 2017-2018 timeframe when there are no Meadowlands games).
Premiere/Upper Level BCS (Meadowlands games or 1-1-1 arrangements): PSU, ND, Ohio State, Michigan, Georgia, Florida
Upper Level BCS (Home & Homes): TN, Mich. St., WVU, South Carolina
Low-mid level BCS (Home & Homes): Indiana, Purdue, Vandy, Kentucky, Missouri
Non-BCS (Home & Home or two for ones): Army, UB, UMass (they're still moving up, right?), Ohio schools, Directional Michigan
1-AA (Home only): New York State schools only
