Big point to remember, PSU tried to cover up their scandal - Starting from the top down and for more than 10 years.
While 'Cuse may potentially have a criminal on their staff, so far it seems like it was just one person doing horrible things and no one else was involved in either the actions or a cover up.
This doesn't seem to be a a university-wide scandal.
If it turns out to be true, the university can excise the problem and, hopefully, move on.
