At our club meeting last night, Bobby Cremins was the guest speaker. He was very interesting with stories of his career both as a player and a coach.

He told about recruiting out of the NYC area with the use of a "scout" which he claimed was how many coaches found the best players.

I asked him how he got Kenny Anderson to go to Georgia Tech over Syracuse. He said his scout introduced him to Kenny when he was a high school freshman. He felt that long term relation with him was the biggest reason.

He also said that he, and many other coaches, thought that the NCAA vacating so many games from JB was too severe a penalty.

They were "street agents." Middlemen. Brokers.
Different guys had relationships with different teams and coaches.
Syracuse had at least one in NYC in the 80's and early 90's.
It's covered in the 1990 book Raw Recruits by Armen Kateyian & Alexander Wolff.
The book pointed fingers that contributed to Boeheim's first run in with the NCAA.

Yeah, that POS was part of that. Also, they paid Anderson big bucks
 
I’ve had the pleasure of meeting Cremons many times - super engaging guy and absolutely as hyper as he appears.
